The Committee on Workforce moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. House Bill 5159H. B. 5159 -- A Bill to amend and reenact §21-6-3, §21-6-4, §21-6-5, and §21-6-8 of the Code of West Virginia, 1931, as amended; to repeal §21-6-8a of said code; and to amend and reenact §21-6-10 of said code, all relating to eliminating requirement that 14 or 15 year olds obtain a work permit; establishing that employer seeking to hire a child 14 or older receive an age certificate from the commission prior to employing the child; providing commissioner of labor the authority to issue age certificates for children ages 14 and over; and providing penalties for a person that issues an age certificate in violation of the article.
